What is the REAL Act?
The REAL Act, or Restoring Education and Learning Act, is a piece of legislation that would reinstate Pell Grant eligibility for people currently incarcerated in federal and state prisons. Incarcerated people were once able to apply for Pell Grants, but a provision in the 1994 omnibus crime bill that amended the 1965 Higher Education Act reversed this policy. By reinstating eligibility for currently incarcerated people, the REAL Act can help reduce recidivism, strengthen communities, and save money by providing opportunities for people to improve their lives and access jobs after release.
