Youth PROMISE Act (H.R. 1064)

Introduced in 111th Congress by Rep.  Robert “Bobby” Scott (D-VA-03) and Mike Castle (R-DE-AL)

Companion legislation (S. 435) by Senators Robert Casey (D-PA) and Olympia Snowe (R-ME)

The Youth PROMISE Act is the  most comprehensive plan in our time for building individual, family, and community strength to ensure that youth lead productive, safe, healthy, gang-free and law abiding lives.


History of the legislation:

  • Bill was previously introduced into the U. S. House of Representatives during the 110th Congresses, and it amends previous legislation, the Juvenile Justice and Delinquency Prevention Act of 1974
  • There are currently 228 committed bipartisan co-sponsors in the House of Representatives as of July 22th 2009
  • Proposed legislation calls for the budget to be $300 billion towards research and program implementation
  • Endorsed by 249 organizations and city councils including the Peace Alliance/Student Peace Alliance!
  • Currently referred to four committees in the House: Education and Labor, Energy and Commerce, Financial Services, and Judiciary.
